Social Tenant Access to Information Requirements (STAIRs)

At Concept Housing Association CIC, we believe people should have easy access to information about their home, the services they receive and how decisions are made.

The Social Tenant Access to Information Requirements (STAIRs) are new government requirements designed to improve openness and transparency across social housing. They give tenants greater access to information about how housing providers manage homes and services.

when STAIRs starts

STAIRs will be introduced in two stages:

From 1 October 2026
We will publish a range of information that tenants can access directly through our website and other channels.

From 1 April 2027
Tenants, or someone acting on their behalf, will have the legal right to request certain information from their housing provider. We will be required to respond within set timescales.

about the information provided here

CHA welcomes the introduction of STAIRs and the opportunity it provides to demonstrate our commitment to accountability, quality and resident outcomes. While we have published much of the information required for Phase 1, some elements remain under review as part of our ongoing quality assurance and governance processes.

We are committed to ensuring that all published information is accurate, meaningful and provides residents and stakeholders with a clear understanding of our services. The remaining information will be published by 30 October 2026. We thank residents, partners and stakeholders for their understanding as we complete this work and remain committed to continuous improvement and transparency in all that we do.

information requests from April 2027

From 1 April 2027, tenants and authorised representatives will be able to request relevant information about the management of their social housing provider.

Before these requirements come into force, we will publish further guidance covering:

  • How to make a STAIRs request
  • How requests will be handled
  • Review and appeal arrangements
  • How concerns can be escalated

if information appears to be missing

If you believe Concept Housing Association CIC holds information that should be included within this publication scheme, but you cannot find it, you can ask us to review this.

We will consider your request in line with the STAIRs requirements and explain the outcome. If you remain unhappy with the outcome of that review, you may be able to raise the matter with the Housing Ombudsman Service.

Need help?
